Affordable Housing Panel Discussion 2024

Affordable Housing:
Paul T. LaFleche - Province of Nova Scotia -   
                Paul was recently appointed to the Executive Deputy Ministers Committee. Prior to this appointment he was Deputy Minister to the Department of Seniors and Long Term Care and Municipal Affairs and Housing.; Deputy Minister of Transportation and Active Transit; the Department of Lands and Forestry; and Deputy Minister of the former Transportation and Infrastructure Renewal. Mr LaFleche has also practiced as a geoscientist and is an experienced senior executive and strategic advisor in government, academia, and economic development.

Mr. LaFleche has served as President of the Association of Professional Geoscientists of Nova Scotia and is a licensed vocational education teacher. He holds Masters and Doctorate degrees from McGill University, a Bachelor of Science from Concordia, and a Masters in Public Administration from Carlton University. He is a Fellow of the Geoscientists of Canada. 


Aaron Murnaghan - HRM -Aaron Murnaghan is the Principal Planner for Heritage, and Heritage Officer for Halifax Regional Municipality. In this role, Aaron oversees the municipal heritage property program including the identification and protection of heritage properties, the creation of heritage conservation districts, and the issuance of conservation grants. Before joining HRM, Aaron spent several years working as a consulting planner and project manager with several private firms in Halifax, and ran his own small consultancy for a time. Aaron's interest and expertise in heritage stems from many years working with Parks Canada and the Nova Scotia Museum system and a degree in history from the University of Kings College. He spends a significant amount of his personal time researching and volunteering in heritage-related pursuits.

Dave MacCulloch - CMHC  - Dave has 2 decades of experience in residentialand commercial real estate, working in both public and private sectors, where he has studied both development and repair projects, from both the potential and risk assessment perspectives. He is currently a specialist with CMHC's Multi Unit Housing Solutions Atlantic Region team, where he helps housing providers find financing solutions that support their social and financial objectives.

Dave has  delivered presentations at a wide range of real estate conferences and seminars around the world and has authored and co-authored numerous real estate publications. Dave is a graduate of Dalhousie University's Master of Public Administration Program.
